Key areas for action

Mental health is on the EU policy agenda. In many countries, it is on the national agenda as well. Yet the biggest challenge remains translating policies into lasting practice and sustained actions. Too often, the resources, political will and context are lacking to allow for lasting implementation. Modern mental health services cover a wider policy remit linking service users, families, carers and non-governmental organisations with healthcare, social care and communities. This website presents a guide to the main issues through 10 key areas for action.

Every country will approach the issue of policy reform from a legacy of pre-existing policies and practices. It is thus important to focus on those messages that have the greatest urgency and importance today and to give priority to initiatives that are compatible with existing frameworks.

The 10 key Areas for Action

  1. We need national ownership for mental health
  2. The development of local carer/family advocacy groups must be encouraged
  3. Stigma must be addressed across all of society, not just in care.
  4. Mental health needs dedicated and sustainable funding
  5. We must build capacity within existing health and social care
  6. Social inclusion and improved outcomes won't happen without significant investment in community services
  7. We need better access and information on treatment options
  8. Carer and patient engagement is essential for optimal care outcomes
  9. Professional training and partnerships are key
  10. Better data on severe mental illness is critical for reform
