Too often, the resources, political will and context are lacking to allow for lasting implementation. Every country will approach the issue of policy reform from a legacy of pre-existing policies and practices. It is thus important to focus on those messages that have the greatest urgency and importance today and to give priority to initiatives that are compatible with existing frameworks.
